For the productive projects with an investment (the investment is calculated by evaluation,excluding the taxes and fees due to requiring land) more than three million RMB for permanent assets invested by foreigners, if it is put into production in two years from the date of approvement, the preferential policies are as follows:
1.The enterprise income tax submitted to the county shall be free in the first three years from the year tax paying starts; in the fourth and the fifth year, the enterprise shall only pay 50﹪of its enterprise income tax submitted to the county.
2.From the year tax paying starts, if its increment tax paid to the local government exceed the money paid for land in consecutive three years, from the forth year, the money paid for land will be given back to enterprises in the next consecutive three years( excluding the compensation fees due to crops and the appendix to the ground)
3.National encouraging industry projects invested in the county, once it is approved, income tax will be levied at a rate of 15%.
4. For the productive projects with an investment of five million RMB for permanent assets invested in Bangjing Industrial Park, the following policies are supplied in addition to the above mentioned articles.
a.Land price is bottom in Xi.'an
b.fees of municipal public service shall be paid at 50%( Land price is 10,000 RMB per Mu, 25RMB per square meter according to building area,the following is the same)
5.For agriculture by-product processing projects invested in Bangjing Industrial Park from othercounties, fees of municipal public service shall be paid at 50%.
6.For projects concerning High-tech, large amount of investment, exploitation of tour resource and projects which effect the economy of the county greatly, everything will be dealt specially.
7.Reward Policy on Introducing Investment to Huxian
a. introducing projects: Those who introduce projects accordant with the above policies to HuxianCounty will be reward with cash after the invested enterprise runs normally. This reward will be equal to 2‰ of the investment money
b. introducing information: 1‰ of the investment money is rewarded in the same introducing condition as the above.c. The reward is no more than 200,000 RMB and it is paid by the financial government.
8. The policies shall be carried out from the issue. If the formerly published policies are different from these policies, please use these policies.
9.For projects whose land required procedures or part of the procedures have been transacted before these policies published, and projects whose contracts have been signed in Bangjing Industrial Park ,the old policies are executed.
10. The Opening & Development office of Huxian county shall offer explanation.
11.The above policies apply to newly developed productive enterprises in the county.
